First responders all play a different role when it comes to incident management, and it is important to be on the same page and have the proper conversations and trainings. First responders such as fire, EMS, law enforcement, and DOTs meet throughout the year to discuss important safety topics relating to traffic incident management. 

The last meeting was on Wednesday, November 15 at KDOT’s District 1 Office located in Olathe, KS. The day included discussing practices and lessons learned as well as things going on such as upcoming events and trainings. “Anytime teamwork and collaboration can take place it is a good day,” stated KC Scout Incident Management Coordinator, Marcus Slaughter. One April 25, KC Scout was hit with a cyberattack that shut down all cameras and communication to the roadways. Without their normal resources, the Scout team quickly pivoted to using alternative means to continue providing traffic incident management services. Without cameras, the TMC relied on getting accurate lane closure information from first responders including KHP MAV and MoDOT Emergency Response. After further coordination efforts, it was decided that KHP Scout Senior TMC Operator Neil Kornis would assist with KHP MAV in the field for the further facilitation between KC Scout and KHP. “The opportunity to sit alongside with a MAV and witness them doing their job while also discussing how we could do a better job as a team couldn’t be passed up,” Kornis said. KDOT Employees visit Scout as part of the Rotational Training Program

The Kansas Department of Transportation offers a Rotational Training Program (RTP) and is intended for new Engineering Associates. This program gives EAs the opportunity to visit multiple sections of KDOT, to gain experience and insight into what each section does to bring a project together from start to finish. EAs complete rotations that last anywhere from half a day to twelve weeks each. The purpose of the RTP is to provide excellent on-the-job training and encourage job satisfaction and employee retention. There are currently 22 stops in the program and the stops account for 42 weeks’ worth of content, and the EAs are given 10 weeks of elective content to help them make their choice on where they’d prefer to work after their first year.  This program originally came about in the 1960s, and it has been offered by KDOT off and on over the years since then. Facing Adversity and Preserving

On Thursday, April 25 th in a matter of an instant, everything changed for KC Scout. When Scout employees walked into what they thought would be a regular workday, they instead were told to suddenly shut down everything, because they had just been hit with a cyberattack. That day, and for many days to come, were filled with meetings after meetings, scrambling to figure out the best way to go about this situation that no one had ever experienced before.
